Call Pilot 100 answering only

I have a unique situation-- a TV station that has fundraisers but sometimes they don't have enough folks to man all the phones, which then ring and go to Auto Attendant or are routed to a mailbox. My question, is there any way to program a Call Pilot 100 to automatically put each caller on hold and say something nice like "Your call is important to us and we will be with u as soon as we can." I've asked locally and my tech friends say it can't be done. My customer called Norstar headquarters and they say it can be done. By the way, the system is a MICS 0X32.

the call center should have been installed already or at least the key codes should have come with the call pilot if its not brand new ...they "nortel" just recently stopped shipping new cp100 with call center keycodes...
