Call Out of Call History

After reading a lot of posts that have to do with adding 9 prefix in ARS, fixing the 46xxsettings.txt and changing the 9 prefix in the line settings is getting me confused...

So we have a system out that needs these feature, to be able to call out of the call history.

Right now my line settings (PRI) does not have a prefix set in it, it will confuse the customers when they see a 9 in front of all the numbers coming in.

I tried to do the 46xxsettings.txt but it did not do anything. Here is my settings for it:

SET ENDIALSTAT 0
SET PHNCC 1
SET PHNDPLENGTH 4 (they have 4 digits)
SET PHNIC 011
SET PHNLD 1
SET PHNLDLENGTH 10
SET PHNOL " "

When trying to call out of my history on the phone, it does not dial the "9" and insert a "1" after it. If I missed a call: 555-555-5555, it does not add the 9-1.

Any help is appreciated. OH one more thing, I cannot use Kyle Holladay's method as they have screen-pop that will destroy the manipulation.
 
Forgot to add,

IP0 9.0.118.X, Preferred Ed., 9608 IP phones and 9641G IP Phones.
 
As I said previously on my post, I cannot use his method as this will screw up the screen pop with netsuite.

Also they have extensions that go across the board: 23XX, 44XX, 49XX, 31XX, 58XX.

How will this work in relation to the Kyle method when it takes all the dialing into consideration?
