Call Forwarding

Hi:

I need some help on this issue- How can I programm my option 11C to have call forwarded externally over the T1 and not out on the two COTs ?
If two calls are actively forwarded, the third call that is being forwarded gets ring no answer.
Any help will be greatly appreciated.
