Call Forwarding

Hello;
I want to forward a coworker's phone(out on leave)to another coworker's extension. That's the easy part. However, the call keeps going to the coworker's (who is out) voicemail. I want it to go to the forwarded person's voicemail if he does not pick up.
I have tried the following:
1) A new coverage path.
2) Manually forwarded the phone.
3) Entered the extension to forward to on the 3rd page of the form.
4) Left the coverage path blank.
Nothing seems to work. All calls still go to her voicemail.

add a new vdn that points to a new vector, in the vector have it say message skill 99 (assuming 99 is your voice mail hunt group) now add a new coverage path that has the new vdn as point 1 and assign that coverage path to the forwarded user.
