Call forwarding to VM default

Is there a way to set call forwarding options for all users on the system rather setting it up n the sets. I want to forward to vmail when external numbers phone and the user is busy and does not answer, I saw something about a profile how would I set this up?
 
call re-routing assignment forms, call rerouting first alternative etc.
Pretty Basic stuff really ....
 
Yes basic. Its seems to be set up, I was wondering why not all the phones here only some were re-routing. It seems they have not all been assigned 1st alternative. Well I am presuming that is it, it cant be a default for when a new phone is added. I'll set it manually and see how I get on.
