Call forwarding to external number not working Analog lines

Hi I have put in a new IPO V2 R10.0 with 3 analog lines. They would like to leave the office and forward it to their cell

-In the incoming call route I have any voice going to 201
-Lines trunk to trunk connect checked, system/telephony inhibit off-switch is unchecked as well under the user
-under user 201 forwarding unconditionally to 9(their cell phone number) internal and hunt group also checked

For some reason this will only work when the phone is unplugged but when it's plugged in it goes to the users voicemail.

Any ideas why this is working like this?


 
does system status show forwarding enabled and the correct number?
 
As Joe stated you need to do some leg work. Make sure that 201 has forwarding active in system status. Im assuming that 201 is a real physical extension right? Make sure there is an extension associated with it, phantom or not, or weird things can happen. Make sure you don't have forward busy or no answer turned on. Sometimes you have to delete a user and create it again. It could possibly be a bug on R10 (I have not pushed it to production yet so I can't say). Which SP of R10 are you on?
 
Yes everything is showing up correctly in system status like I said it did forward to the cell when the phone was unplugged. Yes 201 is a physical phone its a 9508, forwarding shows up in status on the phone as well, forward busy no answer is off. 10.0 build 550. I'm going to upgrade it next visit to the latest, one was released a couple days ago 10.0.0.3 but kind of stunned on this issue so wanted to see if anyone else had this problem before.
 
It does sound like some sort of bug. As stated I have yet to push R10 to any production systems. I am in process of testing R10.0.3 but I can't comment on this particular bug in regards to R10. Maybe someone else, who has used R10 on production system, in regards to call forwarding on analog lines.
 
R.9.1 and 10 have forwarding disabled by default.

Look under System Telephony righjt hand side of page if Inhibit off switch forward / tranfer box is checkked
uncheck it
Click ok and save.

Its enabled by default in 9.1 and R10
 
then you did not read his post as he clearly stated that he did untick that feature
 
Is there more than one Call Appearance on the phone (a second one is required for this action)? Outgoing call restrictions? If the user can't call the twinned phone, it won't work. Also, try turning off the VM and testing the call. If it works, how long does it take? Sometimes the transfer to the twinned phone takes longer than the VM answer time and the VM interrupts the process. If this is the case, you need to lengthen the VM answer time. Are there other forwarding options turned on? These could also interfere.

On the Analog Options tab for each line did you check the "Allow Trunk to Trunk Connect"

Allow Analog Trunk to Trunk Connect Default = Not selected (Off). When not enabled, users cannot transfer or forward external calls back off-switch using an analog trunk if the call was originally made or received on another analog trunk. This prevents transfers to trunks that do not support disconnect clear.
If the Unsupervised Analog Trunk Disconnect Handling setting (System | Telephony | Telephony) is enabled, this setting is greyed out and trunk to trunk connections to any analog trunks are not allowed.
