Call forwarding problem

A user of our system likes to forward his phone to his cell phone using Feature 4. When certain people try to call the office and should be redirected to his cell phone, they get an error message about no lines available, or no outgoing line available (he doesn't hear the error, and i guess the people who complain don't remember either). I've tried to recreate the problem, and I have been unable to. However, the problem does seem to happen with long distance cell phone calls. Any ideas where the problem might lie? In the T-1, the phone system, either of the cell phones?
 
what version of norstar you got there? are u using a dest code/ routing to callforward externally. check where the call is directed to ...
if you can call the cell directly from teh phone system (that is without forwarding) then pretty much is your T1 is ok
 
Do you have a CallPilot or an older Voicemail? The CP will let the user program his voicemail to not only notify him of messages by calling his cell(most VM's can do this) but also transfer the call to his cell if the caller presses 7 during the VM message. Neat feature if you only want certain people to do this. Just tell the person you are exspecting a call from to hit 7 if they get your VM, but don't put it in your message. That way only people you told how to do it can get you on your cell.
 
we have a Modular ICS (software version 5.0 i think) and StarTalk Flash for voicemail. I don't know too much about call forwarding. All i do is enable redirection on the extension and the user hits feature 4. Do i have to set specific routes to forward calls.
 
A little confused... Does it work some of the time but not all the time? Are those who get the error message the same ones all the time?

need routing inplace to do external call forward not just access codes for line pool..

It works most of the time. It only seems to have problems with one guys phone, sometimes. Is there special routing that has to be set up, and is that routing for individual phones, or for the whole system?
 
Routing is for whole system. If only one guy is having the receive problem, look else where at first. What is different about that other guy? Cell carrier, range, length of dial string, etc.

External call forwarding is set up under Routing. If your user can enter an external number after F4 now then you are already set up.

What this sounds like to me is a finger slip while entering the outpulse number.
