Call Forwarding not working after customer changed carriers

IP500v2 with PRI running 5.0.22

Customer just changed from Windstream to Paetec as their carrier.
Users use call forwarding all feature to forward to external number. Everything was working fine until they changed to Paetec.
Does anyone have any past experience in making this work. It shouldn't be that difficult. we have this working on several different carriers with no issue.

The problem is when you call the DID that is poitned to the extension that is forwarded it rings the external number 1 time if you manage to pick it up the call stays active. after the first ring calling party gets fast busy and the forwarded party's phone just stops ringing.

Here is the receive message that we get from the carrier
152489428mS ISDNL3Rx: v=1 peb=1
ISDN Layer3 Pcol=08(Q931) Reflen=2 ref=00A6(Remote)
Message Type = Disconnect


Any ideas? Paetec is saying we are releasing first and then they are just disconnecting.
 
We also just switched to paetec (SIP) from a Qwest PRI and had simlar trouble.

I had to modify the settings

User | Telephony |Call Settings : No Answer Time
User | Telephony |Multi-Line Options : Individual Coverage time

to get it working better. I suggest reading the help pages for both of those items.

I ended up w/ No Answer time of 20 and Coverge time of 7. My user is now happy.
