Call Forward with no ringing

I have a IP500 with voice T1. It is an AMI,D4 T1 which i usually dont see. Everything is usually B8ZS/ESF. My issue is when i forward unconditional there is no ringing on the callers phone. They get dead air. I have spoken with the carier and they say "its not us" I have checked everything i can think of in the IPO and nothing helps. It is running 4.0.7. Let me know if any of you have ever run into this one before.
 
Can you get ringing if you set the timer to a couple seconds rather than unconditional?

 
I have this same issue as well, but my T1 is B8ZS/ESF E&M Tie.....have you received any info on how to resolve this or have you opened a ticket up with Avaya?
 
We opened a ticket with Avaya and they sent us out a patch. We loaded it and all is good. i would imagine 4.0.10 may fix it. i have not looked at the list to see if it does.
