Call forward limitation

Hi, I have a M3904 phone forwarded to an external number. If there is an active call that is in turn forwarded, the next caller receives a busy signal if the first call is active. Is this a limitation or is there something that I can change?
 
3 hops forward but may not be your problem post TNB and remember forward is no answer Busy gets HUNT treatment, are FDN and HUNT the same?

The reason the caller hears busy is because the external number is busy, talking to the first call.

Its forwarded locally on the phone to an external number. I have CFXA programmed on it. the forwarding works on the first call, however if that call is still active, any other calls to the DN will get a busy
 
I know, that's why the caller is getting busy. The place the phone is forwarded to is busy.

What you would like to occur?
