Call delay when sending over IP route with PSTN overflow

For the dnt1 entry below I trc all but the last 4 digits. Call is sent to Cisco IP route (60 channels)and converted to 7 digits. I set up a dest 3021 with overflow to pstn therefore I have to send all the digits so I pre them back on again. Works fine but a long delay of 12 secs before call is sent. If i send only to the IP route and don't have an overflow call is sent immediately but I risk congestion.
Any ideas how to work around this? In the example below I omitted the default values. rou 2 is IP on TLU76/1 & rou 26 is DASS on TLU76/2
