call Coverage to vector

I have extension 5555. I would like it to ring on a telephone and then cover to a vector and play an announcement with menu choices. I have the coverage path built but the telephone never rings and it goes straight to the vector and plays the announcement. On my coverage path I have it set up to cover to a VDN which points to the vector with the announcement. Any ideas.
This is an Avaya 5.2 system.

The station may have SAC activated or the coverage path may have the 'all' field set to 'y'.
