Call Center Peak Usage

Why when I log into my Web License Manager in the column where it says Peak Usage (last 7 days):qty/% for Number of CCR Concurrent Agents (value_CCR_AGENTS) the number never changes? Is it because there is something occupying my licenses 24/7. it always is displaying 70/83.33% and never changes.
