Calendar meetings off by an hour no dst observed

We are in a province that does not follow DST and the regional settings on the systems are set to not adjust for dst. All systems are patched with the dst patch 931836 and are using Office 2003. One of our members schedules a meeting with someone in the same province and the meeting appears on their systems an hour later than it should be. All systems are patched, all regional settings are set to not follow dst. In Outlook Calendar options on these systems the time zone is set correctly and is not selected to follow dst. What else could it be that is causing this problem? I think we have covered everything.
 
Check the time zone from the contol panel from both computers. Even if DST is not selected, if the time zone is off, it will show an hour later or earlier depending on what time zone is selected. You mentioned time zone settings are OK in the Outlook calendar, but check it in the control panel too.
 
I have checked the regional settings in control panel on all the systems and they are set for our location and the adjust for dst box is cleared.
