Calendar invite rejected

Using Outlook 2003 on Exchange 2003

User A sends calendar invite to User B. Invite comes back that User A does not have permission to send to User B. However, user A can send normal email messages to User B. User A can also successfully send invites to everyone else in the company. Also, everyone else in the company can successfully invite User B.

This all happened when we migrated from Exchange 5.5 to 2003.

Any thoughts?
 
Additional info...

If user B is included in an invite with others there is no problem sending or recieving the invite. It is only if User B is the only invitee
