Can't run it where on their workstation?
What client OS?

And as an admin can you run it on their PC.
If the system is telling you there is a software restriction then I would hazard a guess that there is!
Run gpresult \scope user and gpresult \scope computer on one of the offending clients see what it comes back with.....

Have you tried using RSOP on an XP client to see if software restriction is applying?
Could it be coming from a parent domain?
I would also try the GPMC as this will tell you where windows thinks the policy is coming from.

i have tried with rsop. apparently there are no software restrictions policy.
so i have tried to set the software restriction policy allowing users (in users configuration) to run calc.exe by hash.
no way.
now i have tried to do the same for computer (in computer configuration).
still waiting...
