There is no print button on this screen by default, so this must be a custom button.
First thing to try, open up this window with this user's log in (it does not matter which workstation) and right click this screen anywhere in the gray area. When this happens a small popup screen info window will display. If the button "switch to custom" is lit up, click it.
If this does not solve the issue (or if the button isn't available) then I have a question before we can continue: should everyone have the same screen? It is possible for individuals to have different screen, but should everyone who has access to this screen see the same thing?

If I right click the screen it brings up a "screenset information" window. On this window in the user field it states "macola" for a user that does not have the button and "the username" for a user that does have the button...
OK, then answer my other question, should everyone have the same screen?
If the answer is yes, go to system manager, maintain, designer and enter package ID SF adn pull up screen id SFADHCHG, with the user being one of the users that have the button. Click on design to make sure the button is there. If it is hit escape.
The click on Copy, and in the user name enter MACOLAED. This is the edited macola screenset that all users will get by default, UNLESS they already have another screen setup specifically for their user or group in Macola.
Finally, go back and delete all screensets for SFADHCHG except for MACOLA and MACOLAED. This will make sure no one has a screenset specifically for one user.
Now all user will have the same screen, with the print button, provided that they have access to this screen to begin with. You never need to maintain the modified screen on a user by user basis if you copy the desired screen to user MACOLAED.

Please define function. The button itself has no function, but it could have flex code behind it, and who gets the flex code is controlled in a different manner.
Also why would anyone with access to this screen not be able to see this button?

Ok, the user is in the correct group... he has the button. When he selectes print he is given the option to send the output to the screen, a printer, or a file. When he presses the button the process appears to succeed except the (report/work order) is not created. It does not show on the screen, file, or go to the printer.
If I understood the process better I could do a better job of troubleshooting it but the prior IT department is gone. I am new to Macola...
It could be a Crystal Reports issue.... I don't know.
I created a new user in Macola. I copied from a user that has a functioning button. I added the new user to the group, (same as the other user), I tested this new user which produced no print functionality. If the non functioning user is logged into the workstation (domain ID) - nobody prints in Macola with this button.
If the funtioning user logs into the workstation/domain, he can print thru Macola but when the new user logs into Macola with the functioning user logged into the domain he cannot print. It almost seems as if it is tied to the Windows domain ID.
