Busy tone when calling extension that is forwarded.

I have 8730s running CM5.1. I have a VDN pointing to a vector that has a "route to" step which is an internal extension. That extension is forwarded to a cell phone. If I call that extension it will forward to the cell phone just fine. If I call the VDN I can see the call going to coverage but get a slow busy tone. Any help would be appreciated.
 
Check the COR of your VDN, also make sure the route-to step has coverage "yes". Hope that helps!
 
Try removing the call forwarding and place a remote coverage path on that extension.

I just looked at this again. Does it need to route to an extension? If not, change the vector so that it routes straight to the cell number, remembering to put a 9 first so you route off your PBX, but keep the coverage "yes" so that it will go to the cell phone's voicemail if it's busy or there's no answer.
 
Well I guess I need to explain a bit further.. There is a VDN for support. The vector for this VDN has time tests and variables. One step in the vector routes to an exported station. That station has a coverage path that has severap points some being coverage answer groups, some extensions and 1 being an x ported station that is forwarded to a cell phone. The support group has the ability to forward the x ported station to any cell phone they want and have to have this ability.
 
You should be able to have one coverage path with more than one cover points, or you can have two coverage paths setup for the extension, and one can be a remote coverage path like mikeydidit says. You may want to setup an out-of-the-way phone that your support team can choose call forward when they want calls to go directly to the cell phone and then take calls off forwarding when they want them to ring to the coverage answer group. Kind of archaic, but it works.
 
Make sure the VDN is in a COS that allows off net forwarding.
