busy signal on PRI

I have a new PRI installed. The D channel and trunks are up according to the provider, and there are no alarms on the system. When I try to access on of the PRI trunks using the pool dial code, I get a busy. Any ideas?
 
did you follow the pri sheet exactly and in order?
sounds like your missing something.
did you confirm that the switch type is correct with carrier?

The switch type is correct. They have the protocol set to NI2. Does it need to be set to ATT Custom?
 
yes it does
let them make the change.

To note, we had a similiar problem recently when we turned up a PRI with MCI Local. If you still have problems after changing the protocol to ATT Custom (5ESS) check your Special Service Table - Digits to Delete. Certain providers want all digits sent, whereas, I think it by default deletes some digits?
