Busy Signal between sites

Hi Folks,
I have a problem with one of my locations can't call to an phone in another location.

I have 2 sites
SITE1 and SITE2

SITE1 can call all the extensions in SITE2
SITE2 can call all the extensions in SITE1

There is 1 extension number that SITE1 can't call SITE2 returning busy signal.

The same extension in SITE2 can call SITE1.

Is it a fast busy or "regular" busy?

If it is a fast busy, the extension at site B probably does not have a target line assigned to it.

If it is a "regular" busy, perhaps the caller at site B is on the phone, only has 1 line appearance, and has the "If Busy" setting for the target line set for "Busy Tone".

I have a fast busy signal. So how I reassigned the target again?
 
To assign a target line:

First, find a target line that is not being used by any extensions.

Once you establish this, go into

**CONFIG
Terminal&Sets
(Extension number)
Line Access
Line Assignment
SCAN - there should be none
Type in line number & set for RING ONLY
Then, make sure there are 2 Appearances.

Next, go into LINES
Type in the line number that you just assigned to the extension
Trunk/Line Data
Rec'd #: <extension>
If Busy (Either Busy Tone or Prime)
I have my "Prime" sets for the target lines set to the VM DN.

It also helps if you change the name of the target line (I have mine set to the extension number), so it makes life easier when looking for an available target line.
