Busy/Ring Back for internal calls?

I have tried to do this before to no avail, and not sure if it is possible. The last time I tried this was on ver. 3.2.55

I would like to set up my internal users the busy & ring back option.

Can I do this for the internal callers but leave the external calls ringing to second line appearance? The documentation that I found doesn’t describe the busy function very clearly.

I have a 406v2 ver 4.0.7 with 5620's and 4412's.

I have the ring back buttons programmed but I can get the phone to ring busy to try it. What are the settings that I have do for this to happen?

You will nerver get the phones to go busy if you have multiple call appearences. The closest I can't think of is to put 2 CAs on a phone and check off reserve last CA. This still won't cause a busy if the phone is forwarded to VM. If its not, you will get a busy. If you have a DSS key for the user and you press it when he is on the phone, you can get options for this in the screen if you have DSS status checked in the system tab.
 
If I understand it right I have to give them multipule call apperances for then to be able to confrence, right?
