Busy-Out CO Lines on Electra Elite IPK 1

We are switching from a "converged" (voice+data) service that supports 23 CO lines to one that supports 18 CO lines (on a PRI). To prevent outbound calls from originating on CO lines 19-23 I am told I have to "busy out" those lines. Can somebody tell me how to do this? I do have the programming manual and know how to make simple changes from the attendant's console.
 
Check out MB 3-trf-91 or 92 (I do not have the manual in front of me, but it's one of those). Set the trunk number to "nil" so it will not be accessed.
Your other option in in MB 3-02 or 03 (not sure which one)and set the trunk number to another group.

 
We changed Trunk Selection Memory Block 3-92, lines 19-23 from "MF" (aka DTMF) to "nil". However, even though the PRI supports only 23 lines, lines 24-28 also existed. We also changed those from "MF" to "nil"; I hope that was correct!
 
The telco reports that outbound calls still originate on line 23. If the telco disables the line, the phone system does not recognize this and the outbound call fails "busy".
 
Keep line 23 as active but place it in trunk group 0. 23 is the "D" channel trunk and must be active for a PRI to function.
 
Thank you. (The IPK uses lines 1-24 rather than 0-23.) Anyway, memory block, 3-03 'Trunk-to-Trunk Group Assignment' shows lines 01-08 in Trunk Group 01 and all other lines in Trunk Group 00.

Changing the memory block 3-92 'Trunk Selection' for lines 19-23 from "MF" (DTMF) to "nil" had no effect; the first call still went out on line 23. The busy-failure occurred only when the telco temporarily disabled line 23.

I also tried changing another memory block: 4-19 'Trunk Outgoing Restriction'. By default, all restrictions are off. I turned ON restriction for lines 19-24. This also had no effect; the first call went out on line 23.

Our IPK is configured for least call routing. Perhaps enabling LCR has resulted in unexpected results.
 
Try turning off LCR and access the route using a route access code. Make sure that you have some call appearance keys assigned to the station you are testing from.
Your last post is a bit confusing. If trunk 23 is in route 00 then it should not be accessed at all. The only trunk that should be in route 00 is the "D" channel trunk number 24. Are you sure that your system is licensed for more than 64 ports?
Press FNC + 3 from any display phone. It should show in the LCD 64 or 192 ports plus the software level.
 
I've decided to hire a technician make the change.

I understand trunks 19-23, when assigned to Group 00 should not be usable but, well, they are. I even changed their trunk group to (supposedly non-existent) Group 05 and the calls still went out on channel 23.

Pressing Feature+3 displays 192 ports and software level R2.02.
