busy on remote call coverage

I have setup an existing hunt with remote call coverage. We are routing calls from one of our existing numbers to a new location, not ideal, but they didn't want to change all the documentation. It works fine in-house and it works fine remotely as long as there's not more than one call. I can place as many calls in-house as I want and it goes through. However if I connect to the number from an outside line and then try to call from in-house it says no idle isdn circuits on the trace. Over half the lines are free, I have checked. We are running CM2 on a g3si. Is there some kind of limitation on remote call coverage?
