Some broadband companies that offer "business" services off a "sticky" ip - it is still dynamicaly assigned, but less prone to change. It usually only changes if the client initiates a renew and release (not likely to happen without guidance from the ISP) or if the ISP feels a need to to renew (security, upgrades, etc). We had a "sticky" IP with a cable provider for over 2 years before it changed (due to a server reinstall on our end). As others mentioned, some ISP's will also provide a static IP for a fee. In our case, they would not provide a static IP. The sticky suited our needs fine. We were able to run VPN and any other service from outside to inside with no problems.
