Building a New ISA server 2004

Needs some Info. we are running Isa 2000 on our network, i am about to purchase a new hardware and ISA 2004 w/sa. i want to continue to use ISA 2000 while i am setting up the new ISA 2004, what would be the best way to do this, can i leave the information concerning the external NIC empty and then add it later when i am ready. i don't want to use any of the configuration from the isa 2000 as i want a fresh setup of the new isa server, any help would be appreciated.
 
if you can't have two machines connected to the internet, configure anyway the external NIC with the right parameters, but leave it unconnected
create the two machines with two different computernames and two different internal IP address
than try to replicate every rule and publishing on the new machine, when I have done that then I warned that on a launch-break we were having maintenance on the internet connection and I tried the new machine, (changing the internal IP, only the IP address, not the computername, after shutdown the original ISA) If there are big problems you can easylly reverse the change to the old ISA... probably when the change is done for some day you will find things to mend (remember the certificate if using https, I forgot to import mine)
