what exactely is it you want? do you want the help bubble to open a page with help contents or do you want there to be hidden layers/DIV's on the page where as you click the bubble they appear?
you can search for "show hide div layer javascript"
google.com and get hundreds of examples of the show hide otherwise just link the image to a page with the content in it.
