BT Voyager 100 newdev.dll error 1

Hi guys, I had a new problem earlier today from I have usualy found to be a straight forward job. I reinstalled a system together with the drivers for a BT Voyager 100 adsl modem (from AOL - yeah I know! lol)
However upon trying to install the drivers I get the following error .. 'error loading newdev.dll - it has been detected that you do not have admin privilages, please log off your computer and log on as a user with admin rights'
Obviously I have admin rights but even if I logged off and then back on as administrator it still makes no difference. I've search all over the web and been at this for 6-7 hours now with no success. The system is Windows XP home, SP3 with 512 Mb ram installed. So far I've checked the version of newdev.dll by running a system file check, tried using the normal drivers from the BT voyager site but nothing gets past this error .. frankly I've run out of idea's.
anybody come across this before or have a solutions I'd be very grateful ..

Try temporarily disabling your Anti Virus, and other Security programs, in fact anything you can from MsConfig.

Give it a clean run to install on your system. You could even see if it might install from Safe Mode, some things do, and some things don't depending on what Services they need running.

Hi Guys, thanks for the posts, I did find that Turkbear but it doesnt resolve the problem sadly, and runing as admn doesnt work either which is why im convinced that isnt the reall issue here..
and linney I have also tried that thinking it might be something interferring with it ( sorry forgot to mention it) with the same result. I'm starting to think it may be due to the extra service packs/patches I've installed. (I did download and install all that was currently available) It was running on his system before so there cant be any hardware incompatibility. there seems to be lots of posts all over the web about these newdev errors but none solving them ... After I posted this I tried installing on a clean system again with all the updates in place, again I got the same results. So today Im going to reformat an old system and try instaling it at SP 2 stage and nothing else ..

This program will make sure access permissions in the Registry are correct for both System and Administrator.

Download subinacl.exe:


Place it in \Windows\System32

Hi all - new here!

I have this exact same problem with a new remote user. He is on a freshly built laptop with XP SP3 and IE8 - no other updates were installed.

littlechef - did you get a resolution? This user is 200 miles away so I dont really want to call him back if I can help it!

Newdev.dll error and asking for admin rig...

Have you tried using the Add New Hardware Wizard to install this ADSL Modem?

Does reregistering the .dll have any effect?
Regsvr32 newdev.dll in the Start Run box.

The only other suggestible option seems to be uninstall SP3 thus reverting back to SP2, install the Modem, then reinstall SP3.

Hi Linney thanks for the responce, to be honest I tried most of the above ( except uninstaling sp3)and finshed up reainstalling windows after trying it on an earlier version (sp2) that worked flawlessly. Onced Id reainstalled i set up the modem no problem the then updated, weird eh?
still it finally sorted the problem.
To be honest I never thought about uninstalling SP3, and I wasnt sure if just uninstalling SP3 would do the trick .. still got there in the end. Evindently these modems arnt so common now due to the problems with modern O/S ..

This might be too late for you but if anyone else out there is having this problem here is what I did...

- download an older version of the "newdev.dll" from
- restart and boot into windows in "safe mode with networking"

- replace the newdev.dll file in windows/system32 with you the older one you just downloaded

- run the install program for the modem

- plug in your modem when it asks you to and ignore the couple of error messages you get half-way through

- when its finished reboot back into windows as normal and hey presto!!!

The problem seems to be with the newdev.dll file but you can't replace it in windows (unless in safe mode) because the windows file protection kicks in and changes it to the original one straight away - hence the need for safe mode.
