Browsers not loading correctly 3

Help! My brother's computer was on a dial-up ISP but recently changed to verizon DSL. He can get to the internet okay but the pages do not contain any background and some don't have all the content. For example on the Ask.com page the only part that shows up is the text box. His only browser was IE until I installed Firefox trying to see if it was an IE problem or a firewall maybe. Firefox behaves the same way that IE does - no background and missing images. I turned off the Windows firewall and Norton antivirus and still no background. Do you have any ideas of where I could look for whatever setting is screwed up? I have looked everywhere and all I am getting is that I can manually decide what background I want - that is not what I want to do though. He told me that he went to msn.com and clicked on the button to make that page his homepage and then the background disappeared. Any help would be appreciated. I don't normally even mess around with browsers but my big brother needs help.
 
Sounds like spyware.

First off, download avg antispyware below, open it up, click on scanner, then settings, set default action to delete. then do a full system scan


Afterwards, download hijackthis from the link below. Open it up, choose do a system scan and save a logfile and post the logfile on here. Do not attempt to fix anything unless you know what your doing as not everything hijackthis shows is bad.

Log looks clean. Disable any antivirus and firewall and pop up blockers that you have and load the browser and see if it works.

I those and the problem still exists. Any other suggestions would be appreciated.
 
Give this a try, I know you have a connection but its all I can think of at the moment.

Here are some things for you to try. If you have not already, clear all of the temporary Internet files and see if the problem is solved (Open IE Properites> Delete Cookies, Delete Files (delete offline content too), and clear the History). Try restoring Internet Explorer to default settings (Open IE Properties> click the Advanced tab and click the Restore Defaults button). I doubt these will necessarily help as you said the problem occurred with Firefox too, but it is worth a try.

Check this setting. Go to Control Panel> Accessibility Options> click the Display tab> is 'Use High Contrast' checked? if so uncheck it and click OK.

Other than that see if the problem occurs with any other user account. If other user accounts are working fine, then maybe the profile is corrupted. Consider copying the users files over to another user account.

I have cleared the cookies and temp files and I have tried restoring to default settings. I have not but will try the 'Use High Contrast' check. I will also try copying the users files to another user account.
 
I will also try FAQ779-4625 "Lost Connectivity ...", although the connection is good.
 
There have been issues with Google tollbar in the past. try uninstalling it.

To Illogicallylogical,

I copied the administrator profile to a new profile and that ended the problem. Thank you for your help. Sorry that this took so long, but I actually didn't get to fix the problem until very recently.
