Browser problem but can ping. "http (403) forbidden" 1

Hello, I have a situation....

When I log into my network using my user name, I can ping yahoo.com and every other webiste on the net but I can not access the site when I use a browser (I get an error that reads "http (403) forbidden ...". When i go to another computer I still can not open the site up in IE explorer but I can ping still. However, if the administrator logs in to the same computers I used...he can access the site using IE explorer and ping.

Why is this happening? What do I need to do in order to view the internet again?

here is what appears at the bottom of her browser. this is what appears at the bottom of her broser at every computer i log her in at.

" Downloading from site: res://C:\WINDOWS|System32\shdoclc.dll/dnserror.htm "

alos, i created a new user adn used that to try to access the net on her computer. the new user worked on my computer to get on the net but it did not work on her computer.

in summary:
1. she can not get on the internet anywayer in the building
2. newly added user can not get on at her desk but can get on every otehr computer
3. my and the administrator log on can get on her computer.

with all that info and the error msg info, got any clue? this stinks and i am so perplexed!

 
also...when i log on...the bottom of the browser says this at first:

"connecting to site 192.168.1.3" or "connecting to site 192.168.1.2"



 
Do me a favor and download SpyBot and run it on the questionable pc....first (I know what you're thinking...but just humor me. There's something about the "Downloading from site: res://C:\WINDOWS....yadayadayada...."
Tell us what yu find when you run SpyBot
 
when i downloaded spybot it erased a ton if stuff. but now....i can not access my companies URL from that users log in name or our exchange server web based email. when i go to another computer that i did not use spybot on, it works fine and i am able to pull up the web page. suggestions? by the way, i can ping the address but i can not actually pull up the web page using explorer.
 
SpyBot keeps a "quaratine" file each time you run it, provided you haven't deleted it. It's not advisable to "mass delete" everything SpyBot finds, but rather read through the list and selective purge "problem files." You should locate this quaratine file and go through it. You may have deleted more than you intended...this will allow you to restore that which was lost.
 
that worked! i had to reinstall \system32\ntoskrn.exe but after that it worked. i am still having trouble with the other account loggin in and accually accessing the web via IE explorer on her particular computer. So i guess I am at square#1, pre-spy bot, but at least the spybot stuff is fixed.

I'll give u a star for your advice. if you have a fix for the pre spybot stuff. great!
