Browser, email, or Antivirus updates will not connect to Server

I have an Athlon 900 Socket A system with an MSI mainboard which correctly connects thru dialup networking to an ISP.
However the Browser,(IE6) Email (Outlook Express) nor the Antivirus update service (AVG) can find a server. I can ping the ISP with zero packet loss and there are not two or more winsock.dll files. This is where windows help quits. I have removed and reinstalled the dialup networking section of the OS (Win ME) with no success. Short of wiping the hard drive and starting over, any ideas to fix this bug would be greatly appreciated.
 
Winipcfg/all run as follows; Adapter address 44-45-53-54-00-00, IP address 65.73.71.188 Subnet; 255.0.0.0 Default gateway; 65.73.71.188, DNS server 66.133.191.35, node type Broadcast. Machine was connected to ISP at 52K at this test point.

Could you make sure that winsock.dll file is in the correct directory. In this case must be located in c:\windows.

All other relative dlls like wsock32.dll,rasapi32.dll etc must be located in C:\windows\system folder.

If you find a winsock.dll in the C:\windows\system folder rename it to winsock.old.Perhaps you need to check the version first of the 2 winsock.dll files and rename to .old the older of the two while placing the newer in C:\windows folder.

I would also suggest to run Internet Explorer 6 and through Tools>Internet Options clear the Internet Temporary folder.

A long shot, if you're behind a firewall make sure you don't block you IP's address or the ports 110 & 80 necessary
for OE etc.
I hope these few tips help you to sort out the problem.

All try's to fix problem failed and on top of it all the HD developed bad allocations units. It was decided to replace the hard drive and reload the system, which of course fixed everything. I wish to thank all of you who offered suggestions and hints. Your advice was well received and much appreciated.
