broadband connection, vpn as backup

Can VPN tunnels be setup on a demand basis? Or is a VPN connection established between, for instance, a Cisco 8xx and a VPN concentrator, a permanent connection?

My questions on this is because I am looking a way of using a broadband connection-which is ADSL-as a backup link. My network already has a way out through a T1 link.

Any pointers will greatly be appreciated.

Site-Site VPN's are normally permanent "circuits". But this should not be an issue the ADSL is also "always on". Your WAN routers should have routing tables which direct normal WAN traffic to each other over your T1's. You can add a default route, or static routes with high costs, via the VPN gateway to get traffic to route that way if a main link is lost.
