Depends on the use case!
I prefer coverage answer groups on the basis that people can't grab each other's lines and get into confusing scenarios. Unless Sally wants to grab Alice's line and make calls on her behalf. If the number of people answering for each other times the number of keys of each other they need start spilling over into later pages on phones, coverage answer groups would tend to be a little simpler.
