BRI route problem

Hi

I have a customer that has 2 x bri on 2 different bearer numbers. Both worked fine until last week. BRI 1 works fine, but BRI 2 allows outbound but always gives busy on inbound even though the route to a group is there.

I have so far
Plugged in harrier test phone - phone on the problematic BRI rings ok if disconnected from system.
Swapped the circuits around - same problem
Changed the route destination & deleted and re etered the destination, also rebooted - same problem

Does anybody have a ny thoughts on this?
