Brand new to SQL - basic questions

Like the subject says, I'm fairly new to all of this, but I have some really specific goals in mind, and I was wondering if anyone can help. I know all about HTML, SQL, and Microsoft Access individually, but I'm not sure exactly how to get them to work together.

Basically, I run an organization with lots of members that we'd like to keep track of. Instead of putting all of this information in a spreadsheet on one computer, we want to put it in a database on a server, so that anybody with an internet connection can find information about members/add members/etc... My job is to set up that webpage :) We already have a server that supports SQL, like I said, I'm just not sure where to start.

The answer is likely to depend on the RDBMS you are using. Oracle, Access, ????
 
The RDBMS that's running on the server is mySQL.
 
...as well as phpMyAdmin, which can handle manual queries, but how would I send it queries/commands from an HTML form on a different website?
