BP250 Digital Phone not working

I have just installed a BP250 PBX, the analog phones and everything else seems to work okay, but the digital phones (DBC224) doesnt work properly. It comes up ,gives dial tone but but doesnt ring when called and doesnt give a ringback tone either.
Can someone help with a solution.

That´s a operator phone, Do you have the 4101 command activated with the hardware position????

DBC 224 is for hotel/operator function. you connect dbc 222/223 and check
