BOVPN tunnels not able to see each other

I have a Firebox 750e with 16 BOVPN tunnels setup for remote sites. The remote sites are mostly small offices with DSL or Cable internet access and some sort of cheap VPN router (they aren't all the same brand). Some of these sites are also not able to be setup with static external IPs to setup the tunnel with. Before a few weeks ago these sites wouldn't have a problem connecting to eachother, but now are not able to communicate at all. We swapped a Linksys VPN router for a newer model Linksys at one site, and have added one tunnel, but nothing else has changed over the last couple of weeks. Any ideas would be appreciated.
 
It's not an ISP problem is it? Are they blocking VPN traffic?

What do your log files report?
 
We have a similar problem with one of our sites. We have an 3 x X5's in 3 offices. Two sites have fixed IP address ranges and are always connected and never drop. The third office is in Palma and has a single fixed IP Address. This connects for a few weeks and then won't connect again until you clear all the Tunnel information, wait a bit (a week or so) and then re-set up. Very bizarre and so far not resolved.
