Border Manager and tranparent proxy

I am trying to set up a telnet session through a border manager2.1 server. All of the Novell docs say to select the setup button on the border manager applet under NWADMIN32. Button does not exist. How do I get the setup button?

You must first select the border manager object in your NDS list, then choose tools, click on novell border manager.. you should get the setup tab then.. if not.. then your plugins are not working correctly and you need to re-install them.

I have already tried re-installing the plugings but get the same result. The .dll file that controls the setup tab appears to be the latest one for the 2.1 release. I am running version 5.1.9f of NWADMIN.
Can I do this without upgrading BorderManager.
