My computer won't boot up at all (win98) Please help!

which means what?
It doesnt turn on
It doesnt boot from a floppy
It doesnt boot in safe mode
It doesnt boot regular windows

It does turn on but won't boot up for me to sign in. Which means it doesn't boot regular windows (win98)

boot to safe mode, get all your important files backed up, reformat and reinstall windows.

I can't get in the safe mode either. It will only boot to where it says: "Intel Motherboard" that's it. It freezes right there no matter how many times you turn off and on. Is it the card?

Hi there, have you installed a drive lately? if not then your HD is locking up...

and if yes... this includes CD-ROMs and DVDs make sure that they are jumpered correctly... Set HD (if it isn't already) to MASTER and any other drive on that cable as SLAVE, also make sure that the BOOT HD is on the last block on that cable...
