Boot Sequence in NT 4.0

I'm working with NT4 Embedded and am having a problem. The following list is what we are using:

Abit KG7
AMD Duron 800MHz
Seagate 20GB Hard Drive (O/S drive)
256MB RAM ECC
Adaptec AHA-39160
2 Cremax 4-drive SCA hot-swap bay (ultra 320)
7 SCSI drives (data, mirror and hot-swap drives)

The problem we're seeing is that we are required to have the SCSI drive listed in the BIOS first, then the HDD-0 as the secondary. If this is not loaded in this order, NT throws memory dump errors and locks up during boot up at the blue screen.

Does anyone have any ideas why the drives must be loaded in this order for NT to load?

the seagate 20gig is an ide drive cookie?

Yeah, it's an IDE set up as a primary master.
