I have just upgraded a PC with a pentium 4 3.2GHz 800MHz FSB, 250Gb HD, also had 2 change motherboard its prob something simple but i cant seem 2 make it boot all the fans spin (processer, PSU & graphics card) but the hard drive does not spin. This is the 3rd pc i have build and only time i have come across this any help would be great thanks
 
First off you need to give us all the details on all hardware you have and tell us if its on the desk or tabletop or in a computer case.

After that, strip it down so there are not any hardware that isnt needed to start the computer.
Then check the manual and see how it tells you to re-set the bios. Its a matter of removing all power sources to the mobo and taking the coin battery out, then moving jumper one and two to jumper two and three on the 3 pin jumper setup thats nearest the coin battery. Leave it like that for 5 min and put it all back and boot up. But some mobos have you reboot with jumper on 2 and 3 so check either manual or website on this.
Also, there may be a bios restore setup on the mobo as well, check for that in the manual or on website.

Either way, we need info on all hardware and other as stated above.
Then we can help you further.

After that, first thing would be to make sure the cpu\heatsink\fan\thermal paste or thermad pad are all installed correct, and the fan wiring is placed on the mobo correctly in the right spot on the mobo.
Then double check all your connectors and make sure the 4 pin Intel connector is installed.

Are you still using the original power supply and does it have the additional plug to support a P4 motherboard?

i have upgraded the psu and it is all connected correctly,
the computer is a tower atx system now running this:

1, 500w PSU
2, Pc chips m952 motherboard
3, 3.2 pent 4
4, 512ddr ram x2
5, 250 GB maxtor hard drive
6, 128ddr graphics card
7, usb and firewire card
8, dvd player
9, cd-rw

as for removing all hardware i could remove dvd, cd-rw and usb card but not graphics as theres no monitor output on the motherboard, will this do?

i have checked and double checked the processer etc and its all fine.

hope this will help diagnose my problem thanks
 
PCChips normally sends the M/B out with the CMOS set to clear. Requires you to reposition the jumper before the system will POST.

Yes, that would do fine.
Let us know when you have done that and done the bios reset.

Also, what is the make of your power supply and do you have another one you can try in its place?

make sure the power plug for p4 is plug in. its square with four holes. clear bios with jumper as well. make sure floppy cable is plug in correctly also.

Also, i just got a shock. One of the ECS mobos has a reverse setup for the cmos jumper setup. Its pin 2 and 3 for standard and pin 1 and 2 to re-set the bios. First time i ever saw that, so check your manual for that.

Also, the combo card you have, the ones with the ALI chipset are known bad news and maybe even the ones with the via chipset. The NEC are much better. Try taking that card out.
