Okay I feel silly asking this question because any money says that it is something very easy, yet I'm very confused.

I have only designed leaflets, brochures and posters never a booklet.

Getting advice not to use a internet template was good since none of the templates is the size I want, however, I noticed that in the layout templates, the pages were set as 20-1, 2-19, 18-3, 4-17 etc. I assume this is set-up this way for printing purposes? However I am unfamilair with this and am not sure how I would design the booklet in this format. Can I design 1-2,3-4,5-6 etc..facing pages and then switch the pages at the end ??

Also, should I be using the book palette for this project?

Not knowing how your information is organized, I can't tell you whether to set your document up as a book or not. My inclination is to say that unless your document is clearly organized by chapters, don't bother.

Those templates are indeed designed around printer's spreads. I've never had to do my own imposition, I expect not to, and I trust and hope that with a 60-page booklet you won't have to. There's no way you can design anything longer than 4 pages in printer's spreads and keep your sanity.

Especially with a fairly long document like yours, your printer probably won't want you to attempt your own imposition, but if he absolutely insists that you supply him with printer's spreads, there are XTensions that automate this process. If you do get stuck doing the imposition, get written instructions from your printer on exactly what he expects from you and make sure you understand his instructions before you proceed.

buy impositioning software such as imposer pro, INPosition, bookletizer, quite, or docubuilder. some are pricey. imposing pages has been around for 200 years. you would think that Quark would have this feature built in but then again, quark sucks. welcome to the new Adobe INDesign world.
