Blurring or pixelating a license plate???

I know how to do a blurred box im looking to find out about somewhat pixelating a piece of video.

1)Create a solid colored layer

2)Track it to where the license plate is(and make it the correct size etc)

3)Alpha mask this to the footage

Precomp

4)Create a new comp and bring in both the precomped blurred footage and the normal footage

done

Sorry, you're response didn't show up at first so I pressume you meant like a blurring. I'm not 100% sure of what you want.

i have a question also, i am working on an indie WWII film, and i would like to create tracer rounds in a battle scene, any pointers on how i might go about doing that?
