blue is not really blue

I am a web designer and find that when I create graphics in Corel Draw and Photopaint for the web, I can't get blue. It is either too dark, like navy blue or if I use cyan instead, it is too green. How do I get the blue of this page in Corel? I suppose it is a setting that I am not familiar with.
 
Thank you for your suggestion. I have found colour management, and turned it off and now I have colours in their glorious array. Thank you very much. I have been battling with this problem for months. Cheers Cheryl
 
Holy crap!
I came here hoping to find out why colors in Corel Draw look like mud and found this lovely, useful bit of information. Like a true dumbass, I have been using Corel for years and always assumed it was incapable of displaying colors correctly... the cyan is blue, the magenta is purple, everything always looked shitty. Why do they turn on that dreadful color management by default? It stinks.

The color management is on because most people use the apps for Print and not Web. And most people do not understand color management and the inherent differences between print and onscreen (two different color spaces - cmyk vs rgb, reflective color vs projected color, additive vs subractive color). Color management, when on, will approximate onscreen what the colors will look like when printed. For more info on color management, please take a look at this article:
