blocking messenger access+ bandwidth limit

hi
i want to use a proxy server through which i can disable messenger services (msn,yahoo) during specified time interval. further i want to limit bandwidth for each user. which proxy server do u suggest.
Operating System: Windows XP
P.S. do not suggest ISA server, i m having a lot of problems with it

the only proxy we will find all the Features in it the ISA , can i know what is the problem you have with the (ISA)
iam working with the ISA more than 1 year now with now problem at all. i can help you doing all what you need

thanx for reply. the problem is now solved. i m now using ISA server. there were two problems that i was facing;
1. it was giving problem to connect to dsl
2. outlook was not working behind ISA
both are now solved and every thing is working fine. thanx

i solved the problems by reading these articles;

for outlook:

p.s for blocking instant messengers, there are two ways .. both are being discussed in the above article. if you install firewall client on each of client system then u can block messengers easily by giving ISA server the .exe file name of each messenger .. but if you don't install firewall client on each of client PC, then you have to block the IP addresses and ports that these messengers use to communicate

Nice, but a little pricy. How has your experinace been with it?
I have setup some of the users in question with fwclient and added them to the ALL ACCESS, ALL IP group and they connect fine, the issue is finding out when I added them to a group that had ICQ and 5050 ports opened to them, why they couldn't go out. (the im web sites aren't blocked)
