Blocking all extenal calls except 911

I have a G3 v11, how would you block all outbound calls (internal extensions should still work) except 911 calls.

Additionally, I've been struggling to reduce 911 calls from 9911 (previous admin set that up), I've tried ARS tables but it doesn't seem to work.

How are others getting around this issue?
 
Are you trying to block all calls exiting the switch except for 911. Clear your ARS tables so nothing has a route off of the switch. As for 911 and 9911 you should have two entries in the ARS for it, an entry 11 which goes to a route pattern that re-inserts the 9 and send it out a local trunk and then a seperate entry for 911 going to a differet route pattern going to a local trunk. I am assuming that your feature access code to get an outside line is 9.
 
I'm sorry, I didn't type that right. I want to block external calls except for 911 for 1 extension.
 
Give that one station a COR with an FRL (Facility Restriction Level) of '0'. All of the other stations in the switch should have an a COR with an FRL of 1 or higher (they go up to FRL 7). Within the Route Patterns set the FRL to a value above 0 except for the Route Pattern used for '911'. Make that an FRL of 0.

911 should be in a Route Pattern by itself.

Re the separation of 911 and 9911; your previous administrator may have set up the 911 using the ars digit conversion table for "11" so that only one route pattern is required for all 911 calls.
