Blocking access to certain IP

Is there anyway within Raptor, or perhaps a recommended third party application to block access to certain IP addresses. We have a problem with some users using the Yahoo! Chat, which uses telnet as the protocol. We cannot disable telnet, and trying to restrict certain users would be time consuming, so blocking access to the IP addresses that Yahoo uses would be preferred.

Whereas I know it's not a bandwidth intensive thing, I've been asked to tighten such things up.

Yahoo messenger does not use telnet i.e port 23 but uses http port 80. If you want to block yahoo messenger, it will not be possile with raptor itself, but you will have to use third party software like surfcontrol or websense.
