Blocked extension

One user have a restricted extension, for example, the extension nº 110, This extension can't do external calls.

I need the possibility this extension calls another internal extension (for example to extension nº 100. This extension can do external calls) and this extension enable the possibility to do external calls to extension 110 (only one call).

Can I do this using IP OFFICE?.
