What do the blockage numbers indicate? In CMS we are getting reports that indicate dequeued calls. Any relation? Is this a resource issue? What does it mean?

This only means that your time slots in Port network 1 and 3 are exceeding the maximum CCS usage which is only 17,388 CCS. In your case, your TDM USage is almost near the maximum (16,481 and 15,496) which causes time slot request to be denied when it approaches the maximum CCS. You must need to relocate some of your resources in Port network 1 and 3 to other Port network.
