Is there any way to block transfer to outside line without blocking regular outcalling privileges?

Restrict trunk to trunk transfer in the Class of service form for the COS that staion has or give them a new COS with that restriction in place. Also make sure the system features form has Trunk to Trunk restricted and not set to all. That way you can control it through the COS form
