Block network

I keep getting spammed from this network 192.119.146.x. The IP and domains keep changing. Is there a way in Exchange 2013 to block the entire class network? I've attempted to add a mailflow rule (where recipient has the address) and bounced the transport service but it doesn't seem to work.

You'd want to install/enable the anti-spam agents first:

https://technet.microsoft.com/en-us/library/bb201691(v=exchg.150).aspx

Then you'd be able to add that network to a blocklist.
